Council Staff Biographies
LESLIE BEYER – CEO
Leslie Beyer is CEO of the Energy Workforce & Technology Council in Houston, Texas, the largest energy technology and services association representing 600,000 workers and more than 450 companies.
She is often asked to speak on a variety of issues facing the energy industry including supply chain challenges, the global energy market, regulatory environment, energy transition, ESG best practices and DEI in the energy sector. She has advocated for the energy services sector testifying before Congress and frequently appears on CNBC, Bloomberg TV, Radio, Reuters and other national media outlets. Highlights of Beyer’s career include 15 years in Washington, D.C. serving in policy and public affairs roles in the U.S. Senate, multiple presidential campaigns, The White House – Executive Office of the President, U.S. State Department and U.S. Department of Housing and Urban Development. After government service, Beyer began a career in advocacy as Director, Member and Board Relations with the National Association of Manufacturers, collaborating with member companies on targeted priority legislative issues and lobbying efforts, primarily in the energy industry.
Beyer holds a BA in Latin American Studies and Spanish from the University of Texas at Austin. She is an Independent Director on the Board of Natural Gas Services Group, Inc. in Midland, TX, serving as Compensation Committee Chair, and the Audit and ESG Committees. She also serves on the Advisory Board of UNC Kenan-Flagler Business School Energy Center, Board of Directors of World Affairs Council of Greater Houston and Editorial Advisory Board of World Oil. She is a former Independent Director at Pemex Procurement International (PPI) and served on the U.S. International Trade Administration’s U.S.-Mexico Energy Business Council.
MOLLY DETERMAN – COO
As COO of the Energy Workforce & Technology Council, Determan is a partner in the development and management of the association’s strategy and activities to promote the energy services and technology sector of the oil and gas industry. In addition to overseeing daily operations, Determan works directly with Energy Workforce leadership to execute the Council’s engagement and growth strategy.
Since 2013, Determan has led the Council’s communications efforts, including rebranding the association. Additionally, she oversees Council Committees, including those focused on leadership development, best practice sharing and benchmarking, as well as the acclaimed Foreign Service Officer Training Program.
Prior to joining the Council, Determan provided private PR consulting services across multiple industries and held senior positions with the Girl Scouts of Southern Alabama. In these roles, Determan won regional and national awards for publications and marketing campaigns.
Determan has bachelor’s degrees in Journalism and German from Samford University in Birmingham, AL. Determan serves on the IPAA/Energy Workforce Education Advisory Board and Hart Energy’s D&I Advisory Committee. She is a member of Rotary International and led a vocational exchange team to Portugal in 2012.
TIM TARPLEY – SVP Government Affairs & Counsel
Tim Tarpley oversees Energy Workforce’s Policy, Government Affairs, International Trade Policy, Environmental Policy, Mexico Task Force and Legal committees developing and implementing an integrated strategic plan to advance Energy Workforce’s policy positions; broaden awareness of its programs and priorities, and increase the visibility of its positions across key stakeholder audiences.
Tarpley most recently served as Chief of Staff to Congressman Ted Poe (R-TX) and began his legislative career as an aide to Congressman Thornberry (R-TX). As a lynchpin of Congressman Poe’s staff for more than nine years, Tim worked on permitting the Keystone pipeline and ending the crude oil export ban.
Tarpley holds a juris doctor from Creighton University School of Law and a master of laws from American University Washington College of Law.
PEGGY HELFERT – Vice President Programs & Events
Peggy Helfert leads the Council’s robust training and events, including signature programs such as the Foreign Service Officers Training, I&D Business Champion, ESG Certification, Executive Leadership Programs, Oil & Gas 101 and Leadership Forums.
Prior to joining the Council, Helfert held export compliance, as well as strategic marketing positions at Cameron Compression Systems and GE Oil & Gas. Before relocating from Central New York to Houston, she was a an educator for 10 years.
Helfert has a bachelor’s degree in Education from St. Bonaventure University in Olean, NY.
