BSEE Issues Well Control Guidance

With the issuance of the final Well Control Rule in April, the Bureau of Safety & Environmental Enforcement (BSEE) has moved towards implementing the various elements of the regulation, especially those that are set to come into force on July 28 when the rule becomes effective.

The complex nature of offshore oil and gas projects and the regulation itself mean that BSEE is developing guidance in response to specific inquiries about provisions in the regulation.  PESA recently signed onto a joint letter with other industry organizations that included a detailed list of topics where guidance from the agency is necessary.  Further, PESA is working to assemble a sector-specific letter to BSEE in the near future.
