BSEE’s SafeOCS Reporting System Expands

The Bureau of Safety and Environmental Enforcement (BSEE) is now able to receive confidential equipment failure reports through the SafeOCS program and website.

For several years, SafeOCS has allowed companies and employees working in the offshore oil and gas industry to confidentially and voluntarily report “near misses” occurring on the Outer Continental Shelf.

Recent regulations, including the Well Control Rule have expanded the role of SafeOCS to receive confidential reports for failures of well control equipment and pollution prevention equipment.

The information submitted to SafeOCS is received by the Department of Transportation’s Bureau of Transportation Statistics (BTS) and is protected from public release by federal law. BTS operates similar confidential reporting systems for the railroad, motor carrier, and mass transit industries.

Individual equipment failure reports will be provided to BSEE.  Collected data will be aggregated and analyzed by BTS to identify causal factors and trends, with the results provided to BSEE and the public through reports.
