California: Final Drilling Regs Released

Late last month, the California Division of Oil, Gas and Geothermal Resources released its final regulations covering hydraulic fracturing and other well stimulation activities. Under the new rules, operators are required to notify residents prior to well stimulation, monitor for earthquakes, and disclose information regarding fluid use and disposal. Residents may also request testing for drinking or irrigation wells prior to or following well stimulation. To obtain a permit, companies must assess geologic features and analyze any seismic faults. The new rules will take effect July 1.
