Foreign Service Officer Training Program Kicks Off 29th Year

Foreign Service Officer

The Energy Workforce & Technology Council’s highly regarded Foreign Service Officer Energy Industry Training brought together 25 U.S. foreign and civil service officers stationed in 22 countries in a virtual format this week to receive an overview of oil and gas industry achievements in energy transition, sustainability, the future of energy, and local development.

In preparation for the week, students viewed recorded presentations from industry and subject matter experts from Baker Institute for Energy Studies at Rice University, Baker Hughes, BP, Chevron, ConocoPhillips, Exterran, GaffneyCline, GoExpedi, Halliburton, New Climate Ventures, NOV, Schlumberger, TechnipFMC, Weatherford and the Foreign Service Institute, Department of State.

By receiving an in-depth overview of the energy industry, the program facilitates the FSOs to make informed energy policy decisions at their respective international posts.

“The Council’s FSO training course is designed as a cooperative effort among all segments of the industry to provide U.S. State Department foreign and civil service officers with a greater understanding of the energy industry. Through the program, we’re driving stronger collaboration with operations around the world and helping leaders make informed in-country energy policy decisions. We cover advanced technologies shaping the future of our industry, as well as the complex geopolitical and economic landscape affecting our operations.”

Council CEO Leslie Beyer

During live discussions, the group engaged in question and answer sessions with subject matter experts about topics such as the global role of the energy industry, energy transition, marine minerals, exploration, business development, technical aspects of drilling and constructing a well, onshore and offshore issues, midstream and downstream topics, and technologies being developed and deployed.

One highlight of the week included small group networking sessions, where Council Member Companies and E&P partners connected with the FSOs and offered support for those who will serve in countries where they have operations.

The Council founded the training program 29 years ago to educate global energy influencers on the innovations and business dynamics of the energy industry. The program strengthens relationships between industry and U.S. interests abroad and promotes better-informed decisions at embassy posts around the world.

The International Programs Committee designed the curriculum in collaboration with E&P partners, academia and Council Members. The next session takes place in August 2022.
