PESA Celebrates 25th Anniversary of FSO Training Program

On August 22, U.S. Department of State representatives were joined by PESA’s Board and Advisory Board, the Consular Corps of Houston and various PESA members to celebrate the 25th Anniversary of the FSO Oil & Gas Training Program. The celebration was held at Wiess Energy Hall at the Houston Museum of Natural Science.

Special guest speakers included Clay Neff, President, Chevron; Francis R. Fannon, Assistant Secretary, Bureau of Energy Resources, U.S. State Department, and Richard N. Haass, President, Council on Foreign Relations. Secretary of State Mike Pompeo sent the attendees a video message congratulating PESA and the Houston business community on a quarter century of partnership.

Assistant Secretary Frank Fannon spoke after the Secretary’s message, discussing the importance of the oil and gas training in his remarks.

“Much of the talent from your companies resides in the oil patch, not in Washington D.C.,” Fannon said. “Your expertise and willingness to educate our energy officers gives them a valuable understanding of the complexities of global supply chains, technologies, and the size and scale of equipment.”

“Our officers leave Texas knowing how to better defend American investments and to protect intellectual property for energy goods and services. And how to be energy ambassadors for the United States abroad,” he said.

PESA President, Leslie Beyer, also addressed the audience, highlighting the value of the training program.

“The PESA FSO Industry training course is a collaborative effort designed to familiarize foreign and civil service officers with the energy industry, driving stronger collaboration with operations in country and influencing informed energy policy decisions in country,” Beyer said.

PESA Foreign Service Officer Trainee Group, September 17, 2018

On August 20-23, PESA hosted 25 U.S. foreign and civil service officers from the Departments of State, Commerce, Trade and Transportation as part of its highly-regarded Oil and Gas Industry Training Program.

The training program, now in its 25th year, educates global energy influencers on technological innovations and business dynamics of the industry, allowing for stronger relationships between industry and U.S. interests abroad, and promoting better-informed decisions at embassy posts around the world.

Throughout the week, the group heard from industry and subject matter experts from such companies as:

This committee of both PESA members and operator partners develops the FSO training course curriculum with a focus on specializing technical content and promoting industry’s achievements in efficiency, sustainability, global poverty reduction and local content development.

To meet growing interest from the U.S. State Department and Foreign Service Institute, PESA conducts FSO trainings twice a year. PESA thanks all of the companies and individuals who provided their time, expertise and leadership to make this critical program a success.

The next PESA FSO Training program will be held February 4-7, 2019.
