PESA Submits Comments Supporting Robust 2019-2024 Draft Five-Year OCS Leasing Program

Bureau of Ocean Energy ManagementOn March 9, PESA submitted comments to the Bureau of Ocean Energy Management (BOEM) strongly supporting the National Outer Continental Shelf (OCS) Oil and Gas Leasing Draft Proposed Program for 2019-2024 (DPP). The DPP would make available more than 90% of the total OCS acreage and more than 98% of undiscovered, technically recoverable oil and natural gas resources in federal offshore areas.

PESA stressed the importance of BOEM moving forward with lease sale planning for all of the 25 proposed areas of the DPP, including the Eastern Gulf of Mexico (EGOM). Based on industry data, there is substantial potential for oil and gas resources in the EGOM that can be safely and efficiently developed. The DPP is an early step in a multi-year process to develop a final OCS leasing program. BOEM will use input received from stakeholders – in conjunction with results of an environmental impact assessment – to develop the final OCS leasing program.

In addition, PESA was part of a Joint Trade Group led by API that submitted extensive comments on the DPP. During the past two months, the Joint Trade Group has conducted a comprehensive advocacy program (letters, comments, media, public meetings, grassroots/grasstops campaigns, etc.) to garner support for the new five-year OCS Leasing Program. The Government Affairs Committee spearheads PESA’s involvement in this issue.
