State Senator Gene Yaw has introduced a bill allowing the Public Utility Commission to regulate pooling of leased land into units for coordinated extraction of oil and natural gas resources. SB 313 is intended to promote orderly development in the Marcellus shale and enhance conservation efforts by allowing drillers to integrate subsurface rights with those of other companies operating in the same area.
