Jim Wright, Republican, won the open seat on the Texas Railroad Commission, which regulates the state’s oil and gas industry. Wright is a business owner and runs four companies in the energy industry, including oilfield waste and recycling. One of his former businesses is currently in a legal battle over improper waste disposal, although Wright says he sold the company before the violations. In his position statement, Wright opposes previous calls for proration, is in favor of a federal loan program for the industry to service debt, and supports purchases of crude oil to fill the Strategic Petroleum Reserve.

Ballot Measure 1 – Increases taxes on oil production fields that (a) are located above 68 degrees north latitude in Alaska, which is an area known as the North Slope, (b) have a lifetime output of at least 400 million barrels of oil; and (c) had an output of at least 40,000 barrels per day in the preceding calendar year.
Industry strongly opposed this measure prior to the election, which increases taxes on the largest oil and gas producers currently in Alaska.

Proposition 114 (Too close to call) – Reintroduces and manages gray wolves (Canis lupus) by the end of 2023. Wolves would be reintroduced on Colorado lands west of the continental divide. Some environmental groups supported Proposition 114, while agricultural groups were opposed.

Constitutional Amendment 2 (passed) – Permits the presence or production of oil and gas to be included in the methodology used to determine fair market value of an oil and gas well for the purpose of property assessment.
Industry supported this amendment because assessments of property value would otherwise not match the value of the well. The amendment does not add any additional tax to local taxpayers in the parish.

Constitutional Amendment 1 (passed) – Changes the New Mexico Public Regulations Commission from a five-person body to a three-person body appointed by the governor.
Industry generally did not support this amendment because the Commission regulates utilities and the state, and its current governor, are seeking to reduce fossil fuel use.
