HOUSTON – Today, the Energy Workforce & Technology Council (EWTC) announced the appointment of three new members to its Advisory Board during its Q3 Board of Directors meeting. Each Advisory Director shall serve a three-year term and advise the Board of Directors on industry concerns and the Association’s strategic direction.
Joining the Advisory Board are:

Bob McGowan, Managing Director, North America National Accounts / Transit Growth, Allison Transmission
Bob McGowan joined Allison Transmission in 2016 as Managing Director of Regional Sales for North America. In 2021, McGowan assumed leadership of Allison’s North America On-Highway Fleet and Transit business, driving strategic growth and deepening engagement with key commercial and public-sector partners.
In August 2026, his responsibilities expanded to include Allison’s North America Off-Highway business, where he oversees customer relationships and market development across energy, mining, construction and other heavy-duty sectors. Prior to Allison, McGowan served as Director of Sales Operations at Wabash National Corporation. Earlier in his career, he spent 10 years with Eaton Corporation’s Truck Division, holding progressive roles in sales and marketing and building broad expertise across the commercial vehicle industry.

Kirk Ginn, Chief Administrative Officer, Atlas Energy Solutions
Kirk Ginn currently serves as Chief Administrative Officer of Atlas Energy Solutions, having previously served as the company’s Vice President of Human Resources and EHS. Prior to joining Atlas Energy Solutions, Ginn served as Vice President of Human Logistics for Axion Logistics L.L.C. from December 2015 to September 2017, where he was responsible for the development and delivery of the company’s human resources and people strategies.
Ginn has more than 17 years of oil and gas experience and has worked in major oilfield plays throughout the Western Hemisphere for Baker Hughes Company, TETRA Technologies and Calfrac Well Services, with responsibilities in the United States, Canada, Mexico, Colombia and Argentina. Ginn received his degree from Brigham Young University.

Ryan Tull, Managing Director, Head of Energy, Power & Infrastructure Capital Markets Origination and Public M&A, Piper Sandler
Ryan Tull joined Piper Sandler’s energy, power and infrastructure investment banking group in 2024 and leads capital markets origination and public M&A for the group. Tull has 30 years of experience in the energy industry, including 20 years as an investment banker. Prior to Piper Sandler, Tull served as head of oilfield services and oilfield infrastructure at J.P. Morgan from 2019 to 2024. He previously worked for Credit Suisse from 2004 to 2019, where he was promoted to managing director and served as head of oilfield services.
Tull has extensive capital markets and advisory experience, raising more than $50 billion in debt financing, leading more than 20 IPOs and numerous follow-on equity offerings, and completing approximately $40 billion in M&A deal volume.
“Ryan, Kirk and Bob each bring a different perspective on the forces shaping the energy services sector, from capital markets and business strategy to workforce and the equipment that keeps our industry moving,” said EWTC President Molly Determan. “That breadth of experience is exactly what we want on the Advisory Board. Their insight will help EWTC stay closely connected to the business realities our members are navigating and strengthen our work on behalf of the sector.”
The EWTC Advisory Board is composed of senior executives who bring industry expertise and perspective to the Council, providing strategic counsel on market dynamics, emerging trends and priorities impacting the energy services and technology sector.
