The U.S. Trade Representative (USTR) has announced that it will seek to impose tariffs of up to 25% on a new round of imports from China as part of the ongoing trade dispute. Tariffs of more than $250 billion in Chinese imports were already imposed in three separate proceedings (Lists 1, 2 and 3). The proposed List 4 covers nearly all of the remaining $300 billion in Chinese imports. Please see the federal register notice for additional details on the specific products included on List 4. The listing process has been accelerated by USTR as part of the current negotiation strategy with the Chinese.
PESA is taking two separate actions on List 4 to assist Member Companies as they are impacted by these new developments.
TESTIMONY
First, PESA will testify on behalf of our Members, urging USTR to remove products imported by PESA members from List 4. We will submit a summary of proposed testimony including supporting material for each product discussed to USTR on June 10. Supporting material submitted by our Members will be included in this testimony if received by June 7.
PRODUCT EXCLUSIONS
Second, in a separate action, when USTR officially opens an exclusion process for List 4, PESA will file individual product exclusion requests with USTR for Member Companies who import products on the list for a single charge of $3,000 per request. Each exclusion request will be prepared by trade attorneys trained in the USTR exclusion process. Should one of these individual product exclusion requests be accepted by USTR, imports of this specific product will be exempt from the new 25% tariffs if and when they go into effect. PESA will also file exclusions should USTR decide to open an exclusion process for list 3.
