Due to a rise in oil theft, Texas recently enacted legislation increasing penalties – up to a first-degree felony – for the theft of petroleum products (e.g., crude oil, natural gas or condensate). The law (S.B. No. 1871) which takes effect September 1, 2017, is primarily targeted at fluid haulers who have been siphoning crude oil from operations. However, the law could result in additional scrutiny for all oilfield operations including loads, hauling tickets, vehicles, etc.
