On December 12, 2017, the Bureau of Safety and Environmental Enforcement (BSEE) submitted a revised Well Control Rule to the Office of Information and Regulatory Affairs. (OIRA is part of the Office of Management and Budget.) It is anticipated that OIRA’s review of the draft rule may take two to three months. PESA is part of a Joint Trade Group – led by API – which has requested a meeting with OIRA to discuss industry’s priorities for a revised Well Control Rule.
In May 2017, the Joint Trade Group provided BSEE information on Well Control Rule provisions that industry believes should be clarified, modified or eliminated. The draft rule currently under OIRA review is expected to address many of industry’s concerns. Once the draft rule is published in the Federal Register, the Joint Trade Group will be reviewing the rule and submitting comments to BSEE.
