Providing members with significant savings on tariffs, PESA successfully extended the Section 301 product exclusion for oil well and oil field crank-balanced, long-stroke and beam pumps (described in statistical reporting number 8413.50.0010) in May. This exclusion, which was scheduled to expire on June 4, 2020, was extended until December 31, 2020. All companies that import this product may benefit from the exclusion.
The U.S. Trade Representative has opened dockets for public comments on extending other previously granted Section 301 exclusions. The two exclusions currently open for comment are USTR-2018-0025-6593, USTR-2018-0025-6595 and USTR-2018-0025-6598 (Hollow Steel Rods) and USTR-2018-0025-6602 (Carbon and Steel Machined Pump Components).
PESA has retained trade attorneys to help submit comments to request the exclusion to be extended. In order to cover legal costs, PESA will charge member companies making this request $3,000 per exclusion extension request. The process is detailed and requires much of the information submitted for the original exclusion. If your company is currently declaring one or more Section 301 exclusions and is interested in getting that exclusion extended for an additional year, please contact PESA with the following information by July 24, 2020:
(i) a list of the Section 301 exclusions that your company is declaring; and
(ii) a sample import entry summary (Form 7501) that corresponds to each exclusion listed in (i).
