A truly workable regulation would focus on achieving real health benefits while recognizing the critical improvements industries and communities have and continue to make towards reducing emissions. This overly-burdensome approach will simply add unnecessary additional regulatory requirements for citizens and businesses operating in these regions across the country and contribute no proven increase in community health benefit.
