2025 was a year marked by volatility, policy swings, and global uncertainty, yet the energy services sector did what it always does: kept producing, kept innovating, and kept the country running. What distinguished 2025 was resilience and alignment. Across policy, workforce, and training, EWTC focused on fewer priorities that mattered more, listening carefully to what member companies said they needed and executing with discipline. That clarity translated into real outcomes: tangible policy wins, expanded training uptake, and deeper engagement across regions and service lines.
While the broader landscape shifted week by week, our members stayed disciplined and delivered. EWTC matched that pace, expanding training, strengthening our international footprint, and driving policy outcomes that put American energy back on solid ground. The list below reflects what we accomplished together.
New Members
EWTC continued to grow in 2025, welcoming a strong roster of new member companies across drilling, completions, manufacturing, and technology. New Technical Trainings
With an increased focus on technical training and programs, EWTC expanded the SecureWell Well Control Certification program by bringing on additional providers to increase its reach. Over 1,219 students have completed the course, with 29 companies sending students. Further, the program is now taught in both English and Spanish in most major U.S. basins.

We also expanded the SecureWell program with our partner and provider, Vorenkamp Well Control Training, with the rollout of the SecureWell PIC course, a three-day advanced well control certification for decision makers in the field. The course is designed for rig managers, company representatives and consultants to provide leadership-level skills in well control and containment.
From a committee standpoint, the Well Stimulation Committee, led by EWTC Vice Chair and President, CEO and Director of Liberty Energy, Ron Gusek and Steven Anderson, President & CEO, Evolution Well Services, released their “Well Stimulation Surface Operations Industry Guidelines.” Published in September, the guidelines outline best practices for hazard identification, risk management and execution of surface operations during hydraulic fracturing/ well stimulation.
The “Ignite Your Organization: Human and Organizational Performance Playbook” was published in February 2025 by EWTC’s Health, Safety & Environmental (HSE) Committee. The best practice guide provides a framework for implementing Human and Organizational Performance (HOP) principles across operations, focusing on aligning people, processes, and systems for stronger safety and performance.
Throughout 2025, EWTC committees continued to serve as the engine behind much of this progress. Where committees were most closely aligned with members’ operations: policy, HSE, supply chain, workforce, and technical service lines, engagement was strongest and outcomes were tangible. These groups are where members shape guidelines, share real-world experience and move issues forward collectively in ways individual companies cannot. As we look ahead, EWTC will continue prioritizing committees that deliver clear, operational value and give members a direct hand in setting the industry’s direction.
Expanded International Presence
On the international front, EWTC was an industry leader in expanding trade association presence and serving as an ambassador for the energy services section.
We expanded our international footprint by launching the Brazil section of the Latin America Chapter, strengthening U.S.–Brazil collaboration, and offering members access to new markets.
EWTC represented its members on the global stage by attending and speaking at Gas Tech, ADIPEC 2025 and participating in the ENACT Majlis under the theme “Energy & AI: Expanding Global Growth.” We also hosted our annual Middle East Golf Tournament, which was well attended.

We also partnered with the U.S.-Argentina Chamber of Commerce to host a ‘Bridging Argentina & Texas’ session linking U.S. supply chains with Latin-American upstream.
Through our International Programs Committee, we expanded training and diplomatic engagement, giving members access to global policy and business platforms.
EWTC continued its bi-annual Houston Energy Course for U.S. Foreign Service Officers, strengthening diplomatic understanding of the energy sector.
As global demand shifts toward reliable, scalable energy supply, EWTC’s international work is increasingly focused on ensuring U.S. service companies are positioned early – before policy, procurement and technical standards are set without them.
Workforce Development

Across EWTC, we continued to respond to member requests for new and improved workforce development programs, adding on additional offerings on an as-needed basis.
EWTC programs continued to scale in 2025, with more than 390 industry professionals completing leadership and business development courses across our portfolio.
From an added offering of 7 Habits of Effective Leaders to addressing challenges in training first-time leaders with our core leadership program, new programs abound. We also offered Power Markets & Oil & Gas – Strategic Interplay Course, a brand-new course connecting the dots between:
- AI-driven power demand
- LNG infrastructure
- Base-load generation
- Oilfield services and supply chain impacts
The course pulled in companies across the energy spectrum and gave them a real-world understanding of the power market interface. We also added several industry trend events and seminars, focusing on the growing power demand and AI for Business leaders and Generative AI. These offerings were intentionally designed through an oilfield services lens—connecting power, AI, and infrastructure demand directly back to equipment utilization, workforce requirements, and supply chain readiness.
These programs are increasingly being used not as “nice-to-have” training, but as core tools for succession planning, supervisor readiness and operational consistency.

Policy & Messaging
In 2025, we amplified our voice and sharpened our message, placing the service sector squarely in the spotlight as the backbone of American energy. We authored op-ed pieces in major outlets, including Offshore Magazine (“Energy Workforce & Technology Council Opinion: Brazil’s Offshore Moment Demands Global Energy Leadership”) , World Oil (“No Silver Bullet, Just Steel-Toed Boots” – June 2025) (“The Robots are Here. They Run on Oil.”–September 2025), and Utility Dive (“Permitting Reform Vital Piece Necessary to Meet Our Moon Shot “-December 2025). Our leadership on pushing for federal permitting reform to allow for domestic energy expansion was highlighted in Utility Dive (“Permitting Reform is Critical to Meeting Our AI Moon Shot” – December 2025), reinforcing our voice on issues that directly shape member operations.
On the policy front, EWTC helped advance several major wins:
- Tariff Task Force Engagement
- U.S. House Passes Bipartisan SPEED Act, Marking Major Step Forward on Permitting Reform
- House passage of the Unlocking Domestic LNG Act
- Momentum for the SPEED Act to modernize permitting
- Newly Developed 5 Year Offshore Leasing Plan
- Critical Minerals
- One Big Beautiful Bill
- Protecting American Energy Production Act
- Energy Workforce Hosts Commerce Deputy Assistant Secretary for Manufacturing
- Energy Workforce Applauds Release of Revised Gulf of Mexico Biological Opinion
- Urging President Sheinbaum to Address Outstanding PEMEX Debts
- Energy Workforce Hosts Roundtable with Congressman Moran in Kilgore
- SPEED Act Support Letter
- Joint Trades Tariffs Letter
Taken together, these efforts reinforced EWTC’s role as the primary, credible voice of the energy services sector—able to translate operational reality into policy language decision-makers understand.

We have also made meaningful progress on tariff clarity and trade enforcement. Through targeted congressional engagement with over 100 congressional meetings, coordinated regulatory comments, and sustained media pressure, EWTC ensured that policymakers understood exactly what our sector needs to keep America competitive.
Our Annual Washington, D.C. Fly-In was once again the largest fly-in in EWTC history and focused on unleashing American energy. Finally, our very own former EWTC CEO Leslie Beyer was confirmed by the Senate as Assistant Secretary of the Interior, ensuring our industry finally has a voice at the table that knows the stakes, understands the workforce, and isn’t afraid to lead.
