With the upcoming change in Administration, the upstream energy industry is ramping-up efforts to seek further improvements in the Well Control Rule (WCR). Since May 2016, when the final rule was issued, industry has been seeking implementation guidance from Bureau of Safety and Environment Enforcement (BSEE) on numerous provisions of the WCR.
While progress has been made, there are still provisions of the WRC that must be further refined. Industry experts are currently identifying provisions of the rule that need to be clarified, modified or eliminated. Industry’s assessment and recommendations are expected to be presented to the Trump Administration in April.
